Jami Burgess leads Neil Hill Global’s advocacy portfolio for aerospace, commercial space, and microelectronics — including cross‑border commercial engagement. She helps clients navigate the policy, investment, and regulatory forces shaping these fast‑moving sectors. Jami draws on deep experience to position companies for success and strategic growth.
Jami has nearly three decades of experience advising on aerospace and aviation policy, defense, and technology across the U.S. House and Senate. She helped navigate landmark legislative achievements of recent years, with deep expertise bridging the policy and industry communities across the aerospace, defense, and technology sectors.
As Chief of Staff in the U.S. Senate, Jami oversaw the full legislative, political, and operational portfolio of one of the Senate’s most consequential offices on technology, trade, and aerospace policy. In that role, she supported the office’s work driving passage of the CHIPS and Science Act — one of the largest federal research and development investments in U.S. history, authorizing nearly $250 billion to revitalize domestic semiconductor manufacturing and spur American innovation nationwide.
Subsequently serving as Senior Director of Policy on the U.S. Senate Committee on Commerce, Science, and Transportation, Jami focused on aerospace, aviation, and technology policy during a period of significant legislative activity that included the FAA Reauthorization Act of 2024 and a broad bipartisan agenda on artificial intelligence and emerging technology.
Earlier in her career, Jami served in the House of Representatives as a Defense Specialist and Appropriations Associate on the staff of the Ranking Member of the House Defense Appropriations Subcommittee — one of the most influential positions in shaping the nation’s defense budget — where she developed deep expertise in defense policy, aerospace programs, infrastructure, and federal investment in national security priorities. She subsequently served as Deputy Chief of Staff/Legislative Director and Chief of Staff in the House, where she directed legislative strategy, set overall political goals, and cultivated deep relationships across Washington state’s government, industry, and community stakeholders.
Jami holds a Master’s degree in Military Operational Art and Science from the Air Force Command and Staff College and a Bachelor of Arts in International Studies from American University.
